Solution

If when attempting to create a Certificate Signing Request, (CSR) using Apache and OpenSSL you receive this error;

Unable to load config info from /usr/local/ssl/openssl.cnf

This is a Unix path structure and not Windows.  To remedy this your command will have to be a little longer;

openssl req -new -key my.key -config "C:\Program Files\Apache Software Foundation\Apache2.2\conf\openssl.cnf" -out my.csr

Amending the command to suit the titles of the key and csr file.
